how can I get this to cut the outside into easel
I assume you are referring to the OD that is recessed?
I don’t think the tool path can be done in Easel.
With Vectric V Carve and a slotting bit it can be done using lead-ins and lead-outs.
Never got the hang of F360 but it could likely do it as well.
can I confirm you just want the shape cut and none of the detail?

cut out a circle with the hole find a bolt that will fit on and clamp it with a nut then put it in a drill press and shape it with some files
