How to cut only the outline of a SVG

We are trying to figure out how to convert a JPEG to an SVG and only cut the outline of the object. Is there a way to do that? Thank you!

I use convertio an on line converter then I use the offsetter app in Easel to create the outline. Yous set it to the distance you want.
