Does anyone know a program or a website I can use for cool designs or borders to use for signs?

To avoid using anyone’s Copyright material in Google images, select “Search Tools” and “Usage Rights” and then the appropriate selection for what your using the image for. It will then filter them.

search for font dingbats. theres a ton of frame and border dingbats. they are scable and you can use inkscape to make them into svg components or whatever you need.
